Ask anyone in Malviya Nagar for directions and OTS will come up as a landmark. The junction is still called OTS crossroad, even though the institute changed its name twice. The campus itself sits on a large green stretch of Malviya Nagar with a hill behind it, and it has been training Rajasthan's officers from that address since 1966.

If you are travelling to Jaipur because of it, whether to attend a course, to teach on one, to visit a family member who is in training, or to report for official verification, you need a room close by. OTS, HCMSIPA, HCM RIPA: All the Same Campus

The naming confuses first-time visitors, so here is the short history. The Officers Training School moved from Jodhpur to Jaipur in 1963 and worked out of a temporary building until 1966, when it shifted into a purpose-built structure in Malviya Nagar called Patel Bhawan. In 1969 it was renamed the Harish Chandra Mathur State Institute of Public Administration, and in April 1983 it became HCM RIPA, the Harish Chandra Mathur Rajasthan State Institute of Public Administration.

The name on the letterhead changed. The name on the road did not. Autos, cabs and local residents still call the junction OTS, so if you are giving directions, saying OTS will get you there faster than saying HCM RIPA. The campus runs across a large area with the Jhalana hills behind it, so give your driver the gate number if your call letter mentions one.

Officers and staff on training programmes

The institute runs induction training for Rajasthan Administrative Service officers and a wide range of shorter courses for state government departments through the year. The campus has its own dormitory and hostel capacity, and it works well, but it fills during large batches and it is allotted rather than booked at will. Officers who are not allotted a room, or who prefer to stay outside, need something nearby. That is most of what we get asked for.

Guest faculty and resource persons

Sessions are regularly taken by outside experts, retired officers, subject specialists and academics from other cities. If you are coming in for two days to take a module, a quiet room ten minutes from the campus with breakfast before your morning session is more useful than a business hotel across the city.

Families visiting a trainee

Induction training runs for months and trainees do not always get home. Parents, spouses and children come to Jaipur for a weekend visit. The campus is not a place for family to stay, so a family room nearby is the practical answer. Ours is from ₹1,399 a night with multiple beds.

Candidates for verification, counselling and joining formalities

Government recruitment in Rajasthan involves stages after the written exam: document verification, medical examination, counselling and joining. Many of these happen at Jaipur offices, several in this same part of the city. If you are reporting in the morning with a folder of originals and a dress code, staying the night before in Malviya Nagar is the low-risk plan. What This Type of Visit Needs

The invoice for your TA claim

Official travel means a claim, and a claim means a bill that will pass scrutiny. Tell the front desk at check-in that this is official travel, give the department or company name, address and GSTIN, and a GST invoice is prepared for checkout. Ask at check-in, not on your way out, because a bill made out incorrectly costs you a second trip or a rejected claim.

Breakfast before a 9 AM session

Training programmes start early. The on-site restaurant serves home-style Indian food through the day, meals from around ₹80, and can serve breakfast early if you tell the desk the night before. Ten minutes by auto to the campus after that is comfortable timing for a 9 or 9:30 AM start.

Weekly rates for a long course

Some programmes run two weeks, some run longer, and a nightly rate is the wrong structure for that. Weekly and monthly rates are available with no large deposit and no lease paperwork. Free parking

Officers travelling from other districts often drive in or come with a government vehicle and driver. Parking is free and on-site for cars and two-wheelers, and the driver can leave the vehicle overnight without a charge.

A quiet room

Our lane at Jawahar Circle is set back from the main road. Rooms are AC with private bathroom and hot water, TV, free WiFi and daily housekeeping. If you have reading to do for the next day's session, ask for a room on the quieter side.

Getting Here and Getting to Campus

Our address is 8/270 Jawahar Circle, Malviya Nagar, behind Union Bank, Jaipur 302017. From the airport it is about 25 to 30 minutes up Tonk Road. From Durgapura Railway Station it is a five minute auto. From Jaipur Junction, about 25 to 35 minutes by cab.

For the campus run in the morning, autos are available on the main road near Jawahar Circle from early. If you have a fixed reporting time and would rather not gamble, ask the front desk the previous evening and a cab or auto will be arranged to arrive at your door.
